Public-Private Partnerships in Climate Adaptation: Financing Local Business Innovation in Bangladesh.

Abstract

"Background: Bangladesh is one of the world's most climate-vulnerable countries, facing threats such as floods, cyclones, and salinity. Since 2000, public-private partnerships (PPPs) have played a significant role in financing local innovations to tackle these risks, such as salt-resistant agricultural products, solar energy, and AI-based flood warning systems. Objectives: The purpose of this research is to investigate how to encourage innovation in public-private partnerships (PPP) among local entrepreneurs for climate adaptation in Bangladesh. It also reviews the impacts of job creation, economic stability, and private sector participation between 2000 and 2023. Methods: This study analyzes data from 2000 to 2023 collected from the Bangladesh Climate Change Trust (BCCT), UNDP, and the World Bank. Key indicators include total investment, share of private capital, innovation index, and outcomes of climate Strength capacity. The trends of PPP projects and sector-based contributions have also been analyzed. Results: The number of climate-related public-private partnership (PPP) projects has increased from 2 to 470 between 2000 and 2023. Investment has risen from $5.2 million to $2.9 billion, with private capital reaching 15% to 88%. By 2023, 4,600 small and medium enterprises (SMEs) have been added. The innovation index has risen from 2.5 to 9.7, and the energy impact score has improved from 3.0 to 9.5, contributing to a 55% reduction in development costs in the PPP-covered regions. Conclusion: PPP has proven to be an effective means of supporting climate adaptation in Bangladesh by enhancing local business innovation and community resilience. It is possible to leverage these benefits in vulnerable areas through sustainable investment, integrated participation, and strong impact monitoring. "
