Assessing the Societal Impact of Internet Blackouts in Dhaka: A Multidimensional Analysis

Abstract
Internet blackouts cause significant disruptions across society, affecting various domains. This research investigates the impact of a 13-day internet blackout in Dhaka, Bangladesh, in 2024, focusing on its economic, academic, and mental health consequences. Also, this study emphasizes the multifaceted societal consequences of internet blackouts and highlights the critical need for resilient digital infrastructures and effective contingency strategies. A comprehensive survey was carried out to evaluate the impact of internet blackouts on various demographic groups, including students, professionals, business owners, freelancers, and homemakers. The results found significant financial losses among business owners and freelancers, which contributed to a decline in GDP and national reserves. Students faced major academic disruptions, while widespread stress and anxiety brought mental health concerns to the forefront. Additionally, the blackout caused severe interruptions in communication, travel, and professional opportunities. Homemakers, although less affected financially, struggled with maintaining communication during the disruption. The research offers critical insights to guide policymakers in protecting essential online services and strengthening societal resilience against future crises.
