Abstract

Bangladesh's healthcare system faces a crucial turning point, where integrating technology is vital due to dense populations and limited resources. The COVID-19 pandemic highlighted the flaws of an already paper-based system that underused data. As a result, Bangladesh is making a significant push to develop digital health infrastructure and enhance service delivery. This study uses a three-layered approach, including SWOT analysis, thematic synthesis, and benchmarking, to assess the strategic, technical, and institutional aspects involved in creating a next-generation health data repository. It critically analyzes advanced technologies such as cloud computing, AI, ML, EHRs, blockchain, and big data analytics, analyzing their benefits, challenges, and strategic opportunities. The findings show improvements in efficiency, evidence-based clinical decisions, patient care, and public health monitoring. It also addresses major challenges related to funding, infrastructure, technology, and socio-political issues, especially data privacy, cybersecurity, and cloud security. This creates a strategic opportunity for Bangladesh to replace the legacy system with standardized, interoperable platforms that allow universal access to patient data linked to national ID systems, empowering patients and fostering a data-driven healthcare ecosystem. The paper includes strategic recommendations to improve healthcare equity, quality, and outcomes through enhanced public-private collaboration, increased digital literacy among healthcare workers, and stronger security and privacy measures. Ultimately, implementing next-generation health data repositories will help Bangladesh achieve SDG 3.
