Enhancing Waste-to-Energy Development in Bangladesh: Policy and Regulatory Pathways for Sustainable Energy and Waste Management

Abstract
This study aims to identify the policy and regulatory framework governing waste-to-energy that will be convincing in Bangladesh and research how the various frameworks support or obstruct waste-to-energy development as a stable energy solution. In Bangladesh, both appropriate waste management and insufficient energy sources are serious challenges through an effective waste-to-energy system, both are extenuated. The current research looks into the current policies, regulations, and incentives and how they influence waste-to-energy projects, focusing on national policies on waste management, renewable energy targets, and environmental laws. Major issues pertain to unclear regulations, a general lack of incentives for engaging the private sector, and technical obstacles with regards to integrating the waste-to-energy facilities into existing infrastructures for collecting and disposing of waste. Our review finds, despite policies on renewable energy development and waste management, that Bangladesh still lacks specific, enforceable guidelines concerning waste-to-energy projects. Comparison with efficient waste-to-energy models in countries like India and Thailand draws on the critical features of smooth regulatory mechanisms, fiscal incentives and public-private partnership initiatives. The suggestions to improve the enabling environment for policies related to waste to energy in Bangladesh include guided by the implications of a policy on energy tariff order, mandates related to segregation of waste, and fiscal incentives to private investments. If the suggestions are implemented, Bangladesh’s capacity to produce renewable energy from waste will increase, reduce environmental pollutions and increase national energy security.
