Cybercrime Victimization and Enforcement Challenges in Bangladesh: A Socio Cybersecurity Perspective (2018-2023)

Abstract

This study investigates the evolving landscape of cybercrime in Bangladesh, with a focus on victimization trends and the challenges faced by law enforcement from 2018 to 2023. Young adults aged 18-30 years account for 75-87% of victims, reflecting their heightened vulnerability due to limited digital literacy and cybersecurity awareness. The research examines the low reporting rate of cybercrime incidents, which stands at only 20.83%. This underreporting is attributed to systemic barriers, including fear of retaliation by perpetrators, distrust in law enforcement and the judicial system, and the pervasive social stigma associated with cybercrime. Through a comprehensive review of victimization trends, demographic patterns, and barriers to reporting, the study delves into the socio-cultural and institutional factors that hinder effective cybercrime mitigation. It also provides actionable recommendations, including digital literacy initiatives, legal reforms, and improved victim support mechanisms. Using secondary data, the findings reveal that the 18-30 age group is disproportionately targeted, primarily due to a significant lack of cybersecurity awareness and preventive practices. Fear, stigma, and institutional shortcomings are the primary causes of underreporting. Moreover, the study highlights a marked increase in cyber threats such as identity theft, phishing scams, and online harassment, demonstrating the urgent need for strengthened cybersecurity measures. This research underscores the critical need for enhancing cybersecurity education, reforming legal frameworks, and fostering a supportive environment for victims. By addressing these issues, the study contributes to a deeper understanding of cybercrime's socio-technical dimensions and proposes a pathway to a more secure digital ecosystem in Bangladesh.
